Other than they managed to spend their budget and have no visible profile to the economy, I would say the most notable thing about that department is it's stealth- which means they probably duplicate several other offices administered by other departments. Sort of a
Bureaucrat employment program.

The best way to get information is to pay for an Audit by a HERS Rater or BPI Building analyst.

We own specialty tools and can perform diagnostic testing for solid information. These diagnostic tests take time and cost money but will teach more about your home than you know now. We do not just focus on Energy but also health and safety. It is like a CSI of your home

Without true testing there are other options

EPA has a site where you can input numbers and get a rough idea.

https://www.energystar.gov/index.cfm?fuseaction=HOME_ENERGY_YARDSTICK.showGetStarted

LBL site is a bit more in depth

http://homeenergysaver.lbl.gov/consumer/

Those are my favorite to point folks to that don't want to pay for an audit. There is a ton of information on both sites to browse through

Good luck

The Energy Saving Trust are the best people to advise you.

They are a non-profit organisation specialising in helping people save energy. Their services are free and they are very good. Their website is great and they can also help you on the phone. Home visits are also possible, as are visits from renewables advisors, etc. They also know what assistance you can get with energy efficiency and should be able to advise you with how to monitor it.

Your electric bill will be getting more expensive bacause electricity prices are increasing. Work out from your bill or actual readings of your meter how many units (kWh) of electricity you use. Then you can compare the difference when you try to reduce your energy use. I managed to decrease mine by 25%. I'm also lucky enough to be able to install solar electric panels which is covering a lot of my electric useage now too.

Saving energy is very worthwhile.
